Funchal Addressing Noise Concerns
The Funchal City Council has proposed new regulations to manage noise from local establishments. This comes in response to around 400 noise complaints and over 1,000 noise-related incidents reported annually over the past three and a half years. Cristina Pedra, the council president, emphasized the need to address residents' concerns.
The document is very detailed, establishing general regulations and then three specific areas of location
Balancing Rights and Activities
The proposed regulation aims to balance residents' right to rest with the need for economic activity. It outlines specific operating hours for three key areas tailored to the type of business and day of the week:
the Old Town
the Historic Center
Most Businesses to Close by Midnight, or Earlier
If approved, the new rules will require most establishments to close by 23:00h or midnight, with some required to close as early as 22:00h. Only licensed nightclubs will continue to be allowed to operate until 06:00h the next day.
Outdoor Seatings Might Need to Close Even Earlier
The proposal will be discussed in a council meeting on Thursday, followed by a 30-day public consultation period. After considering feedback, the council will finalize the regulations before seeking approval from the Municipal Assembly. Additionally, outdoor seating areas must close 30 minutes before the main establishments to further reduce noise.
