Portugal Leads as the EU’s Most Pro-European Country

The 2025 Eurobarometer survey reveals that 75% of Portuguese citizens hold a positive view of the EU - the highest score of all member states. Economic growth, public health, and security remain top priorities for Portugal.

Three in Four Portuguese Hold a Positive View of the EU

A new survey conducted across the European Union shows that Portugal has the highest percentage of citizens with a favorable opinion of the bloc. According to the 2025 Eurobarometer, 75% of Portuguese respondents view the EU positively, while only 5% have a negative opinion about the EU. This is higher than the EU average of only 50% and the highest score of all nations.

Economic Concerns Remain Top Priority

The study, carried out by the European Parliament, also reveals that Portuguese citizens place a strong focus on financial matters. Forty percent believe the EU should focus more on improving competitiveness, industry, and economic stability. Additionally, 39% want the EU to strengthen its role in defense and security. These figures surpass the EU average, showing a stronger demand in Portugal for policies related to financial growth and security.

More than ever, people appreciate what they get from Europe: 74% think that their country benefits from EU membership - the best result ever recorded since this question was first asked in 1983.

Portuguese Call for Greater Public Health Support, Contrasting Other Member States

When asked which issues the European Parliament should focus on, Portuguese respondents placed public health at the top of their list. This contrasts with the overall EU rankings, where health is only the fifth most important issue. Portuguese citizens also see inflation control, job creation, and the fight against poverty and social exclusion as key areas that need attention.

The European Union’s image is positive for more people (50%). That’s an increase of two points in comparison to spring 2024 and five points more than in autumn 2023.

Climate Change and Immigration Rank Lower on the List

While some issues rank high in Portugal, others are seen as less urgent. Concerns such as climate change, immigration policies, and consumer protection received lower priority compared to other topics. This differs from the broader EU perspective, where these issues often receive more attention. The survey gathered responses from over 26,000 people across the EU’s 27 member states. In Portugal, 1,040 face-to-face interviews were conducted in January. The results highlight the country’s strong support for the EU while also pointing to specific areas where citizens want the bloc to take more action.
