A Fast and Affordable Alternative to Traditional Construction
The Nova Direita party, competing in the upcoming elections in Madeira, is advocating for modular housing as a quick and cost-effective solution to the region’s housing shortage. Lead candidate Paulo Azevedo argues that this approach would provide new homes within six months at a significantly lower price than conventional housing.
“Our proposal is based on modular construction. In six months, people will have an apartment ready, and we will sell them at cost price to those who can afford it,” Azevedo said. According to him, a two-bedroom apartment could be priced at less than €70,000 - far below the current market rate in Madeira.

Government Support for Easier Access to Credit
Azevedo also calls on the Regional Government to act as a financial guarantor, helping buyers secure bank loans more easily. He argues that while housing availability is a major issue, financing is often the bigger obstacle due to the high costs of projects and bank loans.
During a visit to the Nogueira social housing neighborhood in Camacha, Santa Cruz, he criticized efforts to blame the housing crisis on short-term rentals and vacant properties. “The problem isn’t just the number of houses available - it’s the high costs involved in building and financing them,” he stated.
Modular Construction as a Solution to Labor Shortages
Beyond affordability, modular construction could also help overcome Madeira’s labor shortage, which Azevedo claims makes it impractical to build 500 to 1,000 conventional apartments quickly. He pointed to a 72-room hotel in Funchal that was built using modular techniques in just six months as proof of its efficiency.
“Building this way is not only cheaper but also requires less labor,” Azevedo emphasized, positioning it as a more viable alternative than traditional construction projects.
A Campaign Focused on Practical Solutions
Azevedo framed his party’s approach as one based on practical solutions rather than empty promises. “The goal of this campaign is to show that the Nova Direita is on the ground, listening to what people actually need,” he said.
